Lao Foreign Air Operator Certificate Validation (AOC), Private or Charter Operations Management Solutions

The Asian aviation industry is growing tremendously and here in Lao PDR, there is no exception. Lao PDR experienced an increased in a number of foreign airlines submitting its Air Operator Certificate for validation to operate regular scheduled flights into Vientiane (VTE) and Luang Prabang (LPQ).

However, before a foreign airline is allowed to operate any scheduled flights into Lao PDR, a pre-assessment request to the Flight Standards Division (FSD) and Air Transport Division  (ATD) of Department of Civil Aviation Lao PDR (DCAL) is required for review. FSD and ATD will review the status of the airline, seek approval from the Ministry of Public Works & Transport (MPWT) and the Director General of Civil Aviation (DGCA) before a formal application can be submitted. 

The application process typically takes at least 3 months if not longer and requires regular personal follow-ups with FSD and ATD. This means regular visits from the foreign airline applicant’s representative to Vientiane to attend meetings, manage administrative matters, prepare documents, getting the station office set-up and contracting works with local service providers for aviation-related services.

This process can be tedious, time-consuming and challenging for many airlines if they are not familiar with DCAL procedures or the local culture.
